what does the message "are you sure you want to remove existing music, movies and TV shows from this iPod and sync with this iTunes library mean? If I select yes, will it delete everything from the ipod and then transfer everything that is on itunes on my PC?

This occurs when you're syncing your ipod to a different itunes library.
It will wipe itunes library and replaced with the one you're about to sync to.
