No. That's not true. Not unless someone already had a problem with their phone that was preventing them from connecting.

You should update. There are important security fixes included with this update.

Probably a rumor. I have downloaded iOS 15.3 to both my iPhone and my iPad and have had no problem using the internet.

I got a solution in the phone shop! They disabled my VPN from my system; that was blocking the apps.

Yes and no.

I have no problems connecting to the internet via my home Wi-Fi, BUT I was shocked when I left home today (Saturday 1/29) to discover that none of my internet-dependant apps function when I attempt to connect using my ATT&T data plan.

Three days later all is OK but I couldn't tell you why.

None of the usual things, such as a complete reboot of my iPhone, had worked.

One hint is that I was sitting in my Honda, in line at the interminable wait at Taco Bell, and was asked to reconnect with CarPlay. Still scratching my head on this one.

Me too! Not able to order a taxi via any apps. Did you find a solution yet? (I'm in the Netherlands, but it's the same problem).

You're glad that it works again, but can't tell why...that's nerve wrecking. Maybe try that option next time too ;-)
