How to create Apple ID without phone number for iPAD to connect to free WiFi

"I bought an iPAD to connect to my condo building's FREE WiFi. It seems I am not allowed to pass the phone number question while creating the new Apple ID. I do not have a phone number and don't want to give other people's phone number for my account's security. What is the solution?

A hope Apple does not believe that everyone has a phone number in this world."

- Asking for a Friend as she could not even post in this forum without an Apple ID.

All new Apple IDs have 2 Factor Authentication enabled, which requires a. phone number to receive verification codes so you (she) can log into the Apple ID. See the Trusted phone numbers section in the article below.

Is it possible to use a 2 Factor Authentication app or F2A Hardware key instead of a phone number? or people without phone number can not use apple products?
