Bought and iphone but did not recieve it

I bought an iPhone 11, they were suposed to deliver it to a certain adress but nobody ever recieved it, although the option "Track Shipment" says it was delivered.

If you were having it send to a supposed Shipping Forwarder you have been ripped off and will never see your iPhone.

Is this a building you work at? If the shipper is saying it was delivered and the mail room workers say they didn't get it that is going to be an issue between the mail room and the shipper. Why did you send it there?

It was not. It was left at the "mail room" of a building.
