Using apple gift card in the apple store app

I could not use an apple gift card today (1/28/2022 - “good for everything apple”) to help pay for the purchase of a new iPad from the apple store app or website. I redeemed the card using the apple store app and saw my balance in my “apple account” but selecting “pay entire amount” and then “Apple Pay” was unable to apply the balance from my apple account - “insufficient funds in Apple Cash” even though apple account plus Apple Cash had enough funds. Apple eventually sent replacement cards to the gift givers so that I could try to use them at a physical store.
