Why can’t I add widgets to my IPhone 11?

Hi, so my IPhone 11 is up to date. It’s literally on iOS 15, but I can’t add widgets to my screen?. I press and hold my screen but there is no plus sign and it’s frustrating me. Please help me figure this out!
