Ipod Support Service is not installed and Itunes Helper is not Running

I am trying to connect my Ipod 5g to Itunes. Windows 10 sees it as a portable HD. ITunes say Ipod Support service is not installed and Itunes Helper is not running. I have removed and re installed itunes. I have turned off antivirus software. I have run services.msc and I see Apple Mobile Device Service running. I have stopped and started it and restarted computer and nothing. I have run out of options. my phone connects and is seen fine. its the Ipod that is the issue.

This does not help pc sees iPod as disk drive not a usb device. I did what you suggested and that did not work
