If you are referring to Apple Cash, you can use it as a valid payment method on your Apple ID, and to purchase iCloud+ Storage.

Payment methods that you can use with your Apple ID

If you are referring to Apple ID balance, you can use it to pay for iCloud+ Storage renewals as long as you still have a primary payment method on your Apple ID to maintain the renewal. Apple ID balance will always be consumed first for all purchases before charging the primary payment on file.
