Can't add @hotmail.ca account to Mail app

So, in trying to help a friend add her own email to her iPhone SE (iOS 13.3), we had removed a different email (which deleted her Notes and we're trying to get those back), but it won't let me add the previous email back onto the phone. We have the right email address and password, and as far as I know there's no other authentication on the @hotmail.ca account. I could enter a email and password through Microsoft exchange, but it won't add it saying that it doesn't recognize the @hotmail.ca domain. She doesn't want to update her phone either. The Outlook.com part automatically adds an account, but doesn't ever ask for a email or password.


So, it's 2 questions, without iCloud backup, how can I recover notes that we never intended to have removed (no Recently deleted folder in Notes), and if I have to add a hotmail.ca account, how do I do that?
