I wiped out EVERYTHING and can't restore my MacBook Pro

Stupidly, while wiping my 2017 MacBook Pro for trade-in, I seemed to have wiped the start-up operations as well. I used Command-R with a restart and got a macOS Utilities window that doesn't respond to a click. Help! Is there a fix? Can I trade in the device as is?

Thanks. Sorry, but no luck. When I start with Command-R, it get this sequence:
1) Language choice
2) Network choice
3) Enter password for network
4) a revolving image of earth's globe with a countdown to "Starting Recovery."
5) I then get the macOS Utilities window. My cursor moves around but nothing responds to a click, including the bar at top. Frozen.

Again, I seem to have no start-up software.
