I wiped out EVERYTHING and can't restore my MacBook Pro

Stupidly, while wiping my 2017 MacBook Pro for trade-in, I seemed to have wiped the start-up operations as well. I used Command-R with a restart and got a macOS Utilities window that doesn't respond to a click. Help! Is there a fix? Can I trade in the device as is?

You can always take it in and get help reinstalling if the standard method is failing as you describe
