Stolen Phone

So my 22 year old daughter’s phone was stolen. She didn’t have a strong passcode to open the phone. So they got into her phone and managed to change her Apple ID. My daughter called Apple, (after the police), and they just said, “sorry, there’s nothing we can do.” What???! Surely there is something that can be done? She’s had that ID since she was a teenager. All those pictures and contacts are just gone forever??

All her passwords were saved on her phone. She could not remember her password to get into her iCloud. And it kept trying to send a code to her phone to verify it was her. She obviously didn’t have her phone. She had insurance, so she got a new iphone pretty fast, but the other person had already changed her her Apple password. She was told she would just have to create a new Apple ID and start all over.
