i can't use dots at the bottom of screens to move screens but can't now

I wonder of you are referring to having multiple Home Screens on your iPad as per the following link:
https://support.apple.com/en-au/guide/ipad/ipadf6ea1ce5/ipados
This creates a number of 'dots' at the bottom which you select and change as required.
