Call Waiting

I am using Iphone SE Second Gen. I have trouble turning ON call waiting.

I did contact the network carrier. I followed the steps they asked me to take.

The problem seems to be in IPhone. The switch just doesn’t turn on. Every time I tried it said COULD NOT SAVE CALL WAITING SETTING.
