I am trying to update MacBook Pro A1278 so that we can use an app to project a movie on the tv.
How do I update the MacBook Pro A1278 to have OS X 10.13 version?

A1278 can refer to MacBook Pro from 2008 to 2012

Use the Machine ID in the System Profiler to identify your Mac.
2008 can only go to High Sierra. Whereas 2012 can go to at least Mojave if not Catalina.
The thing about projecting a movie on the TV, there are several ways of doing this.
The AppleTV box will take any movies you put on iTunes in High Sierra or Mojave (depending on what you run).
Most MacBook Pros can be adapted to HDMI for direct wired playback of any movies on a TV with HDMI.
Other movie playback such as DVD have to go over HDMI because of the HDCP copy protection.
