Would be great to allow non-iPhone, flip phone grands to synch their watch with their iPads and allow access to all of the features.

The Apple Watch is an iPhone accessory. The Apple Watch Family Plan still requires an iPhone to manage the dependent child (or aging parent's) Apple Watch.
As this is a user-to-user technical support forum, the volunteers here do not have any say in what Apple produces.
