I’m not sure what you mean by “update my phone with notes”.

To update an iPhone you need a Wi-Fi connection, unless it is an iPhone 12 or 13 and you have a 5G connection. If you don’t have Wi-Fi at home go somewhere that has public Wi-Fi such as Starbuck’s, McDonalds, your local library, most coffee shops and family restaurants, and Apple store or other technology store such as Microcenter or Best Buy, etc.
