I can't change my region/ country

Hi. I can't change my country so I can put the right payment method. And I can not put method because of country, so I go in a circle. I checked all support steps and I don't have any subscription or credit or debit, and I still can't change my country. On my ID it's the U.S. While I living in Montenegro. Please help me so I can finish with my payment method and update all my apps. Thanks!

You need a zero account balance and you need to cancel all your subscriptions. If you have cancelled all subscriptions, but some haven’t expired, contact iTunes Support. You need a valid credit card issued by a bank in the country the store is in and you need a billing address in that country. If you have an account balance, either buy something more expensive and pay the balance with a credit card or contact iTunes Support and ask them to zero balance your account.

Thank you for your reply. I have zero balance, and no subscription. I have a valid credit card but can't make it like payment because the country of my card (and me) it's not on my id account. When I get this phone there was no Montenegro in the list of countries, and I planned to love to the U.S. Anyway so I out that address and credit card. I'm not at that address anymore, and I don't have that credit card (which I removed already from my account). All those links are not helpful because I going in circle. I don't have any debts, so I just want to change the country and put a valid credit card. Thank you.
