ive done the update and it says the person has it blocked or locked email varication needed and I got the ipad out the trash from fort leonard wood missouri a military base

It is likely the iPad is Activation Locked as per the following link:

Therefore, unless you can obtain the AppleID details of the person who has locked the iPad, the iPad is of no use to you and no-one can remove the Activation Lock except the person who has locked it.
