Why is it asking for a billing verification for me to download apps? It won’t let me download anything.

You need a valid payment method even for free apps.
Go to Settings, tap your Apple ID banner at the top of the screen, Payments & Shipping
Your card must be in date.
The country of the card bank must match the country region setting of the phone and App Store
You may need to uninstall any VPN which spoofs your country location.
