iCloud storage won't upgrade

Hi,

Whenever I try to upgrade my iCloud storage to iCloud+, it just takes me to payment information where I have already entered a valid credit card. At that point I have to go back to the upgrade iCloud storage and the cycle just keeps repeat itself.

What's going on?
