I just bought a new iPad 9th generation. My old iPad has version 10.3.4 software and can’t be updated. Since I can’t use Quick Start, how would you recommend I set up the new iPad? Should I just do a manual setup?

Create a full backup of the old iPad and then restore the new iPad from the backup of the old one. Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
