Is the Weather App Premium Pro an app I can share on Family Sharing?

The description isn't sufficient to identify the app in the store, but if you look it up you should be able to see if the app can be shared. My guess is that the app can, but if there is any type of subscription made through in-app payments that may only apply to your account.
