How do I transfer all of my data to a new Apple ID? Including messages and photos?

If you change your Apple ID rather than creating a new one, there is no need to transfer any data. See: Change your Apple ID - Apple Support
If you create a new Apple ID, I don't know of any way to transfer everything that was associated with another Apple ID.
