So my problem is that i had an apple id but then deleted it so now i'm trying to use that email address that belonged to the deleted apple id but it doesn't work. Shouldn't it work because the other account was deleted.

Probably not, no.


If the email address was your Apple ID, or an alias in the account, these are also cancelled when you delete the Apple ID. The email address was an intrinsic part of the account and you surrender the address when the account is cancelled.


Also, in the support document on deletion of Apple IDs How to delete your Apple ID account, you will see a note regarding the retention - at least for a time - of some account data. This says, "However, we are required to retain past transaction information for financial reporting purposes, and we may be required to retain certain information to comply with a court settlement or other ongoing legal procedure." This in itself would suggest that the address is not available to re-create it as a new Apple ID.
