why does family sharing not work with our shared IDs?

We subscribed to Family Sharing to include 3 other family members. However, these family members are still required to subscribe to Apple Music etc. Why is this so?

Which subscription to Apple Music do you have? For Family Sharing you would need to have the Family subscription (US$14.99 per month) not the Individual subscription (US$9.99 per month).
