The site Xcode Releases has Apple's download links for every version of Xcode.
Keep in mind that macOS 12 won't let you run earlier Xcode versions than Xcode 13. On other versions of macOS, there's no guarantee older versions of Xcode will run. You may have to create a virtual machine with an older version of macOS to use an older version of Xcode.
