Changing the accent colour freezes Dock and disables desktop switching

Whenever change accent colour in System Preferences-General, my dock becomes unresponsive to any clicks and I am unable to switch between desktops or open an minimised windows. The menu bar still works and restart makes everything work again. But theses problems repeatedly occur whenever I change accent colours and restating becomes my only option.
