Transfer

Assuming that both iPad and iPhone are signed-in to iCloud with the same AppleID, simply ensure that Notes and Contacts are enabled for iCloud on both devices:

Settings > [Your Name / AppleID] > iCloud - enable Notes, Contacts and other services as required
