I can’t open my phone because it’s stuck on restart so there is no way of me having the home screen open for my PC to recognize my phone on iTunes.

How do you get iTunes to recognize your phone and allow you to manipulate that device when the iPhone is stuck on restart?

Basically all I can see is the apple logo and I can’t approve any iTunes messages sent to my phone. (Also I’ve already tried approving things on my iPad and it won’t work).
