You should be able to.
Go to tv.apple.com, sign in with your Apple ID account, and find all the Apple TV+ content there.
Apple TV+ is subscription content, so you do need to subscribe on that Apple ID account.
What happens instead, if you try buy don’t succeed to watch on your PC?
