I’ve turned off all suggestions and Siri options for Safari but still getting them

Thanks for reaching out in Apple Support Communities. We're happy to help with clearing your history on your iPhone. 

When you go to  Clear the history and cookies from Safari on your iPhone, iPad, or iPod touch, there are two options. One clears only cookies and leaves website data, the other clears both. To clear both, go to Settings > Safari, and tap Clear History and Website Data.

It also sounds like Private Browsing might be something you would like to look into, see this link: Turn Private Browsing on or off on your iPhone or iPod touch.

Just to be sure nothing is being overlooked, have you gone to:

Settings > Siri & Search > scroll down and you will begin to see apps. Tap on the search engines you use and make sure the searching suggestions are turned off here as well.

Another step, force close all web browsers you have open. See this link if you are unsure how to close the apps, Close an app on your iPhone or iPod touch. Then Restart your iPhone. Let’s see if a fresh restart will clear this out.

If you are still seeing the suggestions, we recommend contacting Apple Support by going to Get Support.

Looking back at the photo you shared we see Google search. Since you have cleared all your website history, cookies, and selected not to save on your iPhone for Safari, have you checked to see if Google has the option for saving searches?
