Troubleshooting iPad Charge:

Put power to the plug (or else changing won't take place).

Try what is on these Links:

If your iPhone, iPad, or iPod touch won't Turn On or is Frozen - Apple Support

If the Screen isn’t Working On your iPhone or iPad - Apple Support

If your iPad won't Charge - Apple Support
