You cannot reset without a computer (iTunes) or Mac (Finder). If you don't have a computer, borrow a friends computer or go to an Apple Store when you can get help at the Genius Bar.

You can't. It is not disabled, it is in recovery mode. You need to restore iOS using a computer.
