hello, do I need WIFI while transferring my data from old to new iPhone with "Quick Start" ?

Connect both devices to the same Wifi network and it should work. See this link for additional support for Quick Start: https://support.apple.com/en-us/HT210216

Yes you need Wi-Fi on for both devices. I’m not sure why the iPhone wouldn’t be connecting to it though.

plz make it clear. WIFI is a must or no during Quick Start ?

Because WIFI network is available but phone not allowing the connection
