The message goes on the say "The message contains one or more attachments that are too large to be saved in the Drafts mailbox. Try deleting some attachments."
The problem is there are no attachments.
This is a third party IMAP email provider and email, with attachments, works fine on the web client. It won't send or save with Apple mail.
Any suggestions?

Without knowing who that email service provider is, it seems like the only advice one can offer is to check:
Mail > Preferences > Accounts > [this account] > Mailbox Behaviors > Drafts
... to see that this entry is configured properly.

The problem seems to be related to the digital signature.
When I enable digital signing and try to save the email message I get the same error:
"This message can't be saved to the Drafts mailbox.
The message contains one or more attachments that are too large to be saved in the Drafts mailbox. Try deleting some attachments."
When digital signing is disable everything works as expected.
