Apple ID balance

Hello

i want to change region/country. But i can’t do this, because i have a credit balance like 0.02$. Can you remove this balance?

No we can't, fellow users don't have that ability. Contact iTunes Support and ask them to remove it : http://www.apple.com/support/itunes/ww
