Make sure you have cellular data turned on in Settings/Cellular (Settings/Mobile Data on non-US phones), and that you have a cellular network connection. You should see a carrier name at the left end of the status bar and signal bars plus a network type (“LTE”, 4G, etc) next to the battery icon.
