How do fix error code 4013 when trying to restore your iPhone is stuck in restore mode?

My iPhone X is stuck in restore mode. It shows lightening cable to computer on the screen. I have tried everything, new cords laptop and PC. It keeps giving error code 4013. My PC is recognizing my iPhone as Apple recovery IBoot USB Composite Device??? Not an iPhone?? I think this might be part of the problem?? Please help!
