Is it possible to edit your App Library so certain folders of the App Library show above or below other folders?
For example, if I wanted to move the Social folder above the Entertainment folder.
How is organization controlled? Considering I have seen folders organized different for different people.

No, it's not possible to make any changes in the way the App Library categorizes or displays folders.
