can't download I tunes

My old phone is disabled so I'm trying to download Itunes to see if I can undoable it but I updated my Mac right now and it keeps saying it requires MacOs version 10:13:99 or earlier?? what does this mean

Apple split iTunes up in Catalina. Restore the iPhone in the Finder.
