Iphone storage

I found a weird glitch in my iphone 13 mini. And for some reason, it does not open the iphone storage option in the settings. When I open iphone storage, it just buffers. That's it! What should I do?

Storage on iPhone shows full and prevents most normal functions but massive amount of on-phone storage is unused. I have visited Genius Bar twice and in both cases they wiped the phone, restored it, stripped down to factory settings but nothing works. They say they don’t understand why it happens. I am on 17.2 update. I note that multiple users have the identical, unsolved problem. the issue makes the phone unusable for all but the most basic functions. any ideas?

issue while chaking iphone storage whenever i go to genral>iphone storage its just buffer only even i have lots of space but still its buffer only even i waited 1 hour but still remain same

Update to 15.3

also try a force restart
