When I want to pair my iPhone 11 with my MacBook Pro (2019) via Bluetooth I get a message on my phone saying the connection is unsuccessful and it's not supported

You can't connect an iPhone to a Mac, using Buetooth, for a personal hotspot? It seems to be one of the options available. I was unsuccessful using my iPhone 12 as a hotspot for my 2021 Macbook pro.
That message is correct, an iPhone can't be connected to the Mac or PC, using Bluetooth, if you want to transfer data.
You'll have to use AirDrop, to do that.
