ipad stuck in recovery mode

my 7th gen ipad is stuck in recovery mode. Using Tenorshare didn't work either. if i get out of recovery mode it continuously reboots. Apple logo show up for about 5 seconds, then the icon below that goes around and around goes around about 3/4 of the way then starts to reboot again.

Try a force restart:

Force restart iPad

Press and quickly release the volume button nearest to the top button.
Press and quickly release the volume button farthest from the top button.
Press and hold the top button.
When the Apple logo appears, release the top button.

Tried that already. Tried DFU mode as well.
