Provide Apple the Serial Number:

If you have the original packaging, then the serial number would be right on the box. So, contact Apple Support, seeing if they are attached to someone's Apple ID. That might be a way to find who these belong to.

Post notices along the path, or contact the police, or if applicable, the Lost & Found department of the facility which manages it.
