If your phone is locked and works by Touch ID, do you have to unlock the phone, then go into the wallet app in order to “apple pay”?

In addition, to use Apple Pay, you must have a passcode set on your device and, optionally, Face ID or Touch ID. You can use a simple passcode, or you can set a more complex passcode for even greater security.
Not sure about Apple Wallet, but I believe I've been able to access anything as long as my iPhone was unlocked. I just gave it a try and unlocked with a passcode, and could access everything in my Apple Wallet.

It should work with the passcode.
