If your phone is locked and works by Touch ID, do you have to unlock the phone, then go into the wallet app in order to “apple pay”?

You can use a simple passcode, or you can set a more complex passcode for even greater security.
Not sure about Apple Wallet, but I believe I've been able to access anything as long as my iPhone was unlocked. I just gave it a try and unlocked with a passcode, and could access everything in my Apple Wallet.

It should work with the passcode.
