I cant make an in app purchase even if its turned on

Question

So i tried to buy an in app purchase and it keeps saying "In app purchases not allowed" even i i have enabled it in settings

What should i do?

Do you possibly have Screen Time enabled? I read online that sometimes Screen Time disables In App Purchases.
