Unable to download photos from icloud

I can’t download some of my photos from icloud, but I’ve never deleted them from icloud or logged in using a different apple account.

I can’t find them on icloud/photos on mac either. How can I download/retrieve them?

You can find any photos that have synced at iCloud.com/photos.

Then the photos were either never synced to iCloud, or they were deleted.
