i have an activation lock have receipt for phone but no IMEI number

If you have a receipt but not the original one, that means you are not the original owner. Unfortunately, Apple will not help you. You need to contact the person you bought it from and ask them to unlock it. If they can't or refuse, you most likely bought a stolen phone.

The IMEI number does nothing for you in terms releasing Activation Lock. It’s meaningless. Did you buy the iPhone from a third party? If they won’t cooperate with you then you are out of luck and will never be able to use the device. Try to get your money back if you can.
