Family sharing stoarge

My boyfriend and I , used family sharing . My ipad is 16 gb and he bought the package 200GB, but I can’t use storages from 200GB. Is 16-16GB full . To be more clear. Does the storage 200GB include storage used of a game , so my ipad will have space ? How should I get in that 200Gb from family sharing?

iCloud storage space is separate from that inside the units. Delete or offload content.
