using iMac as a display

can I use a core i5 27inch iMac 2017 retina running Mojave as a second monitor for a new iMac running Monterey?

iMac 27″ 5K, macOS 10.14

No those Mac's will not work in Target Display Mode.

You may however find something workable using AirPlay, if you upgrade the 2017 to Monterey.
